cnpool: make NRI mappings VTY configurable

Implement only the VTY configuration part, applying NRI to select CN
links follows in I66fba27cfbe6e2b27ee3443718846ecfbbd8a974.

Use the osmo_nri_ranges API to manage each cnlink's NRI ranges by VTY
configuration.
