jobs/osmocom-obs-nightly-asan.yml: new file
Add a new job for generating and pushing osmocom:nightly:asan packages.
I've not added it to the existing osmocom-obs.yml, as this would push it
to both obs.osmocom.org and build.opensuse.org.
