jobs/ttcn3: build-with-osmo-dev -> init-osmo-dev
It was requested that we always build osmo-trx-proxy and trxcon from
current master, even if running with "--binary-repo osmocom:latest".
Make the variable that controls osmo-dev initialization more descriptive
in preparation for this. With the previous name it may sound like we
build all Osmocom programs/libraries from source with osmo-dev (which we
don't).
