s1gw, mme: add max_jobs_per_gb_ram=0.3

Building these testsuites consumes a lot of RAM, leading to OOM kills on
my system. Do the same thing as for the 5gc testsuite where we have the
same behavior and add a testsrcdir.cfg with max_jobs_per_gb_ram=0.3.
