The following approvals got outdated and were removed: Verified-1 by Jenkins Builder

add libvlr based on MSC commit 7a628a1029ef174328f7e86183f19e54e5d9df8f

The VLR and SGSN shares many of the same procedures. Copy the libvlr
from osmo-msc to keep the maintaince lower.
Further the libvlr code has a much higher quality than the current
SGSN code.
