V1.2: Add eimTransactionId to EuiccPackageErrorUnsigned
Add new field eimTransactionId to EuiccPackageErrorUnsigned. The IoT
eUICC emulation set this field, if found in EuiccPackageSigned of
EuiccPackageRequest.
