Because those are only used for embedded systems.
indeed. nobody can be expected to want to drive an ericsson BTS from a PCU running embedded on a sysmoBTS. But osmo-pcu on a general-purpose debian/raspbian/ubuntu/centos package will need to work with osmo-bts-trx and Ericsson.
