    We could migrate osmo-bts to the "direct TLLI" method. I think this wouldn't be all to difficult. We can just extract the TLLI in osmo-bts. As far as I know osmo-bts carries the whole IMMEDIATE ASSIGNMENT around and when it sends it, it sends it back as a confirmation. We could change this so that the TLLI is carried with the message as a separate tag if necessary.
