    the "yet" is about modifying an active RAB -- IIUC for handover that wouldn't be needed.

    If we implement handover on 3G:

    • intra-RNC handover would at most notify the CN after handover occurred, the RNC should 'hide' it from HNBGW and upwards.
    • inter-RNC / inter-RAT handover would establish a brand new RAB on another RNC/BSC/... and then assign the UE to that, so there wouldn't be a RAB modification.

    A voice announcement should come from "behind" the MSC's MGW hop, so the active CS RAB should not need modification for that.

    I hope I understood correctly...
