    did you find out why is this done?

    No. All I can say is that it's the case since TCH/H specific coding/interleaving/mapping was implemented by Andreas Eversberg back in 2013 (see c910a332b261d48fa594f1a3133987c8f650dcb1 in osmo-bts). I am also wondering why, but it's not urgent for me at the moment.
