OBS: build_binpkgs: debian 11: update security URL
Use archive.debian.org/debian-security as URL instead of the snapshot
URL we had configured previously while debian-security was not available
yet at archive.debian.org but was already removed from the non-archive
mirrors.
Fix for:
1.738 The following packages have unmet dependencies:
1.767 gnupg : Depends: gpgv (< 2.2.27-2+deb11u2.1~) but 2.2.27-2+deb11u3 is to be installed
1.767 libc6-dev : Depends: libc6 (= 2.31-13+deb11u13) but 2.31-13+deb11u14 is to be installed
1.768 perl : Depends: perl-base (= 5.32.1-4+deb11u4) but 5.32.1-4+deb11u5 is to be installed
1.772 E: Unable to correct problems, you have held broken packages.
