vty: cpu-sched: enlarge RR priority range
As per `man 7 sched`, "POSIX.1 requires an implementation to support
only a minimum 32 distinct priority levels for the real-time policies,
and some systems supply just this minimum". However, the full value
range is 1 (low) to 99 (high) and Linux does support values up to 99.
Let's allow the user to specify values higher than 32.
