proxy: detect TSC of bursts relayed from TRXDv0/v1

A BURST.req sourced from TRXDv0/v1 carries no MTS field at all, so
the proxy has no way to know the true modulation/TSC of a burst it
forwards onward as a TRXDv1/TRXDv2 BURST.ind (whose MTS field is
mandatory).

Add burst_synch: detect the training/synch. sequence of a burst
by comparing known positions within it against the GMSK and 8-PSK
Normal Burst TSC sets (3GPP TS 45.002 tables 5.2.3a-d, 5.2.3f-g),
Access Burst (table 5.2.7-3) and Synchronization Burst (table 5.2.5-3)
sequences, mirroring fake_trx.py's TrainingSeqGMSK.pick().

burst_fwd.c calls this whenever the source BURST.req did not already
carry real TSC info, filling in mod/tsc_set/tsc (and
OSMO_TRXD_F_ACCESS_BURST for a detected Access Burst) before the
burst is relayed onward.
