    I tried to sneak it through. Yes, we should have a define here.

    A lai with 0xfffe is reserved: 23.003.
    Also lai = 0x0 is reserved.

    So I concluded RAC = 0xfe could be reserved as well. I didn't found it in 23.003 (but maybe somewhere is another reference).
