AFAIU the spec you are mentioning clearly states the opposite: Those are OPTIONAL. […]
I have changed the commit message now a bit, but I am still a bit confused. I thought those fields were mandatory, at least in the situation where the message has to be routed.
But when I interpret 3GPP TS 23.060, section 8.1.5.2.2 correctly, then the RIM ROUTING ADDRESS isn't required at all. It's always "destination address or on the RIM routing address". From this I conclude that we probably use the RIM ROUTING ADDRESS if it is present, if not we may use the destination address in the RAN TRANSPARENT CONTAINER. This also means that it is not prohibited to look into the RAN TRANSPARENT container.
I think this eventually means that we would need two tests: One without RIM ROUTING ADDRESS and one with.
