    Sending FACCH in the absence of valid speech frames on Downlink is a vendor specific behavior. The specs. are not clear on that, so in osmo-bts-trx I tried to mimic what nanoBTS does. But as it recently turned out, not all basebands like this behavior. Setting to Work-in-Progress for now, this needs more investigation.
