    shouldn't those generic mcc/mnc to hex functions be in libosmogsm?

    tbh, this should be removed at some point, and the list of MCC/MNC operators be converted to using osmo_plmn_id. For now I simply kept this enclosed in this module, to avoid changing even more lines.
