flags: add missing entries to bts_impl_flag_desc[]

The following output can be seen when doing 'show bts' in the VTY:

  BTS model specific (internal) flags:
    001 Measurement and Payload data combined
    003 unknown 0x8

Fix this by adding the missing values to the value-string array.
