    why is there an 'upf' in the subject? I think fundamentally there is nothing in the 4G/EPC architecture that would mandate the use of an UPF. I think formally it's the SGW-U or PWG-U that speaks GTPv1-U (or possibly even the GSN?), which may or may not use CUPS (and hence an UPF)
