    Osmo-bts would do this then.

    That's something which should be checked in osmo-bts.git before this one can be merged :)
    If osmo-bts is taking care of that, then we are fine with not sending them. But I'm not even sure whether osmo-bts knows about PTCCH vs PDTCH.
