Update osmo-remsim-apitool to support maintenance flag
In order to create, delete or show maintenance mappings, a command line
option '--maintenance' is introduced. Without this flag, all operations
relate to non-maintenance mappings.
Optionally a timeout can be set via '--timeout <seconds>'. This sets
the maximum time before the maintenance mapping ist automatically
deleted.
The argument of option '--show-slotmaps' is removed, because the rest
API does not allow an argument, except the maintenance flag.
