jobs/registry-rebuild-upload-titan: set REPODIR

Set REPODIR, so it doesn't default to Debian_12. I forgot to make this
change here after changing how this works in osmo-ttcn3-hacks, and it
didn't cause problems yet because this is a manually triggered job.
