    Add something like SGSN_CTX_REQ_ST_NUM/MAX and use that here

    That's fixed by FSM implementation and afaik we use 32 hardocded everywhere.
    Yeah, we sould instead add something in osmo_fsm.h with a define, but it's not something really related to this patch.
