osmobts: list all features of latest osmobts

List all features available in OsmoBTS, at least with one backend and
explain in a comment that this list is used until the BTS reports the
actual feature list.

Adjust the vty command for "hopping enabled" to return CMD_WARNING if
the BTS does not support frequency hopping, now that the check operates
on what the BTS supports at most even if the features are not reported
yet.
