VTY: sync default UMTS UEA config with osmo-msc

As was reported in OS#6442, nano3g S16 is unhappy when CS and PS
domains use different UEA configuration for simultaneous RANAP
connections.  Bring osmo-sgsn in sync with osmo-msc to avoid this.
