vlr: send RAT type in GSUP ULR

In 2019 fields have been added to GSUP that allow communicating the RAT
type in the Update Location Request. Harald said in [1]:

"MSC/VLR and SGSN should include the "Used RAT Type" IE to indicate the
currently used RAT Type"

When using PyHSS instead of OsmoHLR, this field gets used to check if
the subscriber is restricted to specific RAT types [2]. If it is not
set, the following warning gets logged:

  [WARN] No RAT type received in ULR, checking both 2G and 3G RAT restrictions

Fill the field to implement in part what was planned earlier and to get
rid of the warning.
