When that fails to come through, the LU actually ends in failure, even though a LU Accept was sent. In 3G, if a UE sends an Iu Release during LU (e.g. user enables flight mode), we cancel the LU without sending any reply at all, so nothing would be counted. All callers of connection_for_subscr() live in libmsc, so move to libmsc. The move and edit are done in a single commit since the old and new implementation have nothing in common. Future: osmo-cscn will use this, without bts being present. If bsc_network_init() is not called, these are not initialized properly -- for now no such callers exist. So this is just a first step towards a sensible split of the BSC and MSC gsm_network structs.
