In general, operating a network without your own SIM cards is highly discouraged<br class="">
in just about any environment. You cannot authenticate the subscriber, threfore<br class="">
you're vulnerable to all kinds of spoofing, impersonation attacks and fraud.<br class="">

Also, you never know where such cards with IMSIs from third party operators will<br class="">
try to register. they might get rejected with "illegal sim card" from another<br class="">
operator, resulting in extremely unreliable and dissatisfactory user experience.<br class="">
