Just yesterday there also is the following publication of the Linux Foundation
on this topic:
https://www.linuxfoundation.org/blog/2020/04/docker-containers-what-are-the-open-source-licensing-considerations/

Seeing this seven years after the initial release of Docker clearly sends
one message: They don't give a s**t about enabling their users to be able to
follow open source license compliance.
