Looking in the git logs, I could actually not find this config item anywhere in the past of our main line osmo-nitb. So maybe this config file once worked with a development branch of osmo-nitb. Sounds related to telephone numbers. I'd suggest simply removing the extension-prefix line from openbsc.conf.
