[PATCH] NAT: allow allocating BSC in arbitrary order

This is merely a historical archive of years 2008-2021, before the migration to mailman3.

Check for existing BSC before allocating new one.
Track number of remaining BSCs on deallocation.
Explicitly use BSC number in allocation function.
