(neighbor cell frequencies?) You need an active connection between the BTS and the MS to get the measurement reports. The BTS will send its own results together with the data received from the MS. If the cell has neighbor cells the MS will also report their data (right now bsc_hack does not configure any neighbor cells). TA is included in the measurement report from the BTS.
