vty: add "shutdown"

Lots of Osmocom applications don't use the osmo_select_shutdown_done()
command in their main loop (e.g. OsmoMSC, OsmoHLR, ...) so let them take
their usual exit path by killing with SIGTERM.

Since that doesn't cause pending OSMO_FD_WRITE requests to get serviced
(tested with OsmoMGW, OsmoBSC), run the select shutdown logic
beforehand.
