Patch Set 7:

I have changed the code so that it does the check when ipaccess_sign_link_up() is called in bts_ipaccess_nanobts.c This works find now. So for ipaccess based BTSs everything looks good now.

Unfortunately E1 BTSs still have a problem. There is no way to "drop" an E1 connection. We might consider to remove the related check code from abis_nm.c since E1 is more or less a corner case. Also we still have a check that runs on BSC startup. And last but not least the BTS shouldn't accept an invalid config anyway and respond with an OML error.
