See https://osmocom.org/issues/4312?next_issue_id=4310&prev_issue_id=4319#note-1 on how and where it is applied, so no. I think it makes sense to have it this way, to basically allow upper layer protocols to decide whether or not NAGLE algorithm makes sense, based on how the IPA connection is used.
One would want for instance to do bulk transfers of data in an IPA conn, and that would not necessarily require NODELAY.
