keeping the old #define menas we need it somewhere else?  In that case I think it's super dangerous to have a second #define that uses the same location in memory to store the field.

We should *either* we always store a RSL link ID, *or* we store a DLCI.

Otherwise there's a serious risk of very weird regressions if two parts of code look correct but then they clash in terms of memory usage.
