It applies to C0, and yes, it can be configured to fill in buffers  with whatever fill method is required. BUt my main point is that it makes more sense to apply RF mute in osmo-trx since it knows/controls the HW. This means for some HW it could for instance turn off specific baseband HW to avoid consuming/heating while locked, or avoid spending CPU time.
