it might be an idea to introdcue some shell function to jenkins-common.sh which generates those addresses, i.e. you pass in just the '200' and it generates the IP addresses and possibly even the --ip --ip6 with it.  And if one does that, one could also include the '--network $NET_NAME' at the same time.   We'd then call that shell function with '19' and '200' and it would expand?
