Change subject: ttcn3-pcu: Enable GSMTAP

Patch Set 1:

https://gerrit.osmocom.org/#/c/15635/1/ttcn3-pcu-test/osmo-pcu.cfg
File ttcn3-pcu-test/osmo-pcu.cfg:

https://gerrit.osmocom.org/#/c/15635/1/ttcn3-pcu-test/osmo-pcu.cfg@2
PS1, Line 2: logging level set-all debug
According to fixeria, it seems we need "logging filter all 1" to have gsmtap log really working, or at least tests he did show that. It's still unclear for us why is it needed here, since no other cfg in docker-playground have it and we both remember seeing gsmtap logs in pcap files recently....
Furthermore, apparently osmo-msc doesn't need the "logging filter all 1" line to have gsmtap log being outputted...
