Yes: this allows searching via VTY for the IMEI, even if the checksum digit is not known. The MS does not send the checksum digit to the MSC (it gets replaced with 0), and the MSC does not send it to the HLR either. So at least when we are debugging something (possibly looking at a saved pcap file without the original IMEI available), we might run into the situation where the last digit is not always known.
