This fulfills the build dependency, so you easily end up trying to build a package that will not build. And that failure should be detected even before the dpkg build starts, rather than somewhere during the build process. This is particularly relevant if you have multiple apt feeds that all can provide different libosmocore versions, such as the distribution one, and one of our OBS feeds.
