I am a bit lost here. I think the idea is to use BSSMAP_FIELD_CodecType as input (val).
The SpeechVersion field is defined in 3GPP TS 48.008 3.2.2.51. For the exact encodeing they refer to 3.2.2.11 where one findes the table with the 7 bit encoding of the speech codecs. However, the encoding there looks far different then the one presented by BSSMAP_FIELD_CodecType. (e.g. first value GSM_FR(0) is not equal to 000 0001)
