One concern is that a transient failure of communication between MSC and HLR could lead to SMS being rejected even though it could be delivered just fine at some later point in time. Of course, the destination phone number could simply be incorrect, but we have no way of knowing whether this is the case if the VLR/HLR can't be reached.

Should potentially transient errors be reported back to the MS? All the MS could do is try again later, which is what the MSC is now already doing on its behalf. Harald's argument was that SMS is unreliable anyway, and if the person sending the SMS wants feedback they should enable SMS delivery notifications.
