It's not about a "finer point" but about fundamental concepts of IP networks, such as routing.  I would generally assume that somebody configuring a GGSN will at the very least have a good understanding of IP networks to begin with.

Masquerading (like any form of NAT) is an ugly kludge primarily to deal with IPv4 address shortage.  People should not use it as a preventive measure, but only when intended and not otherwise avoidable.
