[PATCH] openbsc[master]: dyn TS: OS#1778 workaround: disable TCH/F on dyn TS

dyn TS: OS#1778 workaround: disable TCH/F on dyn TS

To avoid two phones picking mismatching TCH pchans, never pick TCH/F on dynamic
TS for now.
