OsmocomBB support in Motorola C168

This raises for me a question regarding the frequency bands the phones can operate in:

The same model e.g. C115 operates in europe in the 900/1800 bands and in america in the 850/1900 bands. That means we can not select on the model. Are these the same phones (hardware) and simply the firmware is a little different or are there differences in hardware? If yes, is difference only the input filters which for the sniffing application have/can be removed anyway?

The goal of my question is obviously to know if we can buy phones from america and use with osmocomBB in the europe bands?
