The "ms max power" is the maximum RF power that is used by the MS for
the RACH burst. It is impossible to know the distance of the MS at
that time.
For now, the default value is 12. Meaning, the base
station is telling
the mobile phone to transmit in the power of 12dBm either the phone is
besides the base station or on the edge of the base station.
I think you're confusing the uplink transmit power control loop during
active dedicated channels with the maximum power used during RACH.
